1. The transfer order is under challenge on the ground that the petitioner has wrongly been declared as surplus, which is against in terms of rationalization policy.

2. This ground could be raised by the petitioner by filing an appeal as provided under the Chhattisgarh Panchayat (Appeal and Revision) Rules, 1995.
