Learned counsel for the State upon instruction submits that as the order has been passed by the Directorate, the appeal would lie before the State.

The petition is accordingly disposed off with liberty to the petitioner to prefer an appeal before the State Government. 3.

Considering that the appeal has been filed on 15.07.2016, it is directed that if the petitioner prefers an appeal before the State Government within 30 days from today, the appeal may be considered as within limitation and decided on merits without going into the question of limitation.
