We have heard Learned Counsel for the Petitioner and the Respondents.

Normally, the terms of a tender are not open to judicial scrutiny. Moreover, we find that the writ petition has been filed on 31.8.2015 nearly 1 1⁄2 months after the last date for submission of bids on 13.7.2015. It is not the case of the Petitioner that he is a bidder even. The representation sought to be relied upon has been filed by another and not the Petitioner. 3.

The submission that till date tender has not been finalised does not persuade us to issue directions of any nature, even for consideration, leaving it to the wisdom of the Petitioner to pursue the matter in a representation, if he is so advised.

The writ petition is dismissed.
