This contempt petition has been filed by the petitioner alleging willful disobedience of the order dated 09.11.2017 passed in WPS No.1614 of 2005, by which, this Court had issued directions in the matter of petitioner's joining. Directions were also issued for payment of salary and passing appropriate orders for giving appropriate treatment to the period of unauthorized absence from 01.09.1983 to 27.11.1985. The petitioner was required to submit her joining before the Deputy Director of Panchayat, who appointed the petitioner. 2.
After going through various communications from record, it is found that the Collector (Office of the Collector, Mahhila & Balvikas, Jagdalpur) had issued several communications to Deputy Director, Panchayat And Samaj Seva, Jagdalpur as also to Chief Executive Officer, Janpad Panchayat. Contents of the petition show that the petitioner's case has remained pending without taking various steps towards compliance of the directions issued by this Court on 09.11.2017. Even though, the office of Collector repeatedly
reminded the authorities namely- Deputy Director, Joint Director of Panchayat and Social Welfare and Chief Executive Officer, Janpad Panchayat Jagdalpur, decisions have not taken in the case of the petitioner, till date. 3.
Secretary, Department of Women and Child Welfare, Government of C.G is directed to take disciplinary action against Deputy Director, Panchayat and Samaj Seva, Jagdalpur and Chief Executive Officer, Janpad Panchayat also, if those officers do not make record available and act in coordination to ensure compliance of Court's orders within the period of 60 days from the date of receipt of copy of this order in the respective offices of Deputy Director, Panchayat And Samaj Seva, Jagdalpur and Chief Executive Officer, Janpad Panchayat Jadgalpur. If the orders are not passed within 60 days from the date of receipt of copy of this order, the petitioner would be at liberty to revive this contempt petition impleading the Secretary, Department of Women and Child Welfare, Collector Bastar, Joint Director, Panchayat And Samaj Seva Raipur Division, Deputy Director, Panchayat And Samaj Seva Jagdalpur, Chief Executive Officer, Janpad Panchayat as also Zila Mahila Balvikas Adhikari. With the said liberty, at this stage, this contempt petition is disposed off. 4.
