The grievance ventilated by the petitioner through this petition is that even the petitioner has completed 10 years of service on the post of Revenue Inspector, in absence of any promotion upon completion of 10 years, he is entitled to grant of higher pay-scale in the light of circulars dated 27.02.2001, 28.04.2008 and 10.08.2009. 2.
Learned counsel for the petitioner submits that even though the petitioner was entitled to higher pay-scale as a measure of stagnation removal in view of the Government Policies, which were in force while the petitioner was in service, the same was not granted and the petitioner retired in the year 2010. It is submitted that on 13.09.2013, the Collector passed an order granting benefit of higher pay-scale on the basis of recommendation made by the D.N. Tiwari Committee to those Revenue Inspectors who have completed 10 years of service. Therefore, that benefit ought to be
granted to the petitioner also because the benefit have been made admissible w.e.f. the date of completion of 10 years. 3.
It is found that the petitioner was promoted in the year 1998 and thereafter, he has not received any promotion till 2008. He retired in the year 2010. In the year 2013, benefit of higher pay-scale has been granted to those Revenue Inspectors who have completed 10 years of service on the basis of recommendation made by the D.N. Tiwari Committee and circular dated 28.04.2008 and other instructions issued from time to time. Number of representations have been made. Therefore, in these circumstances, it is appropriate to direct the Collector (Land Records) to consider petitioner's claim in accordance with Government Policy referred to herein above as also recommendation made by the D.N. Tiwari Committee in the matter of grant of higher pay-scale to the Revenue Inspectors upon completion of 10 years of service on the post of Revenue Inspector without any promotion.

The representation made by the petitioner on 10.02.2016 to the Collector may be considered by the Collector within outer limit of three months.

The petition is accordingly disposed off.
