The grievance of the petitioner - Gram Panchayat, Pendravan is that respondent No.4 was posted as Secretary of the petitioner - Gram Panchayat vide order dated 14.07.2016 passed by the Chief Executive Officer, Janpad Panchayat, Bilaigarh. Though respondent No.4 has joined, there is serious grievance raised by the petitioner - Gram Panchayat that respondent No.4 is not performing his duties and functions and therefore, representation was made to the Chief Executive Officer, Janpad Panchayat, Bilaigarh on 14.09.2016 for taking appropriate remedial measures. The text and tenor of the representation shows that the petitioner -

Gram Panchayat is seriously aggrieved by the manner of functioning of respondent No.4 and there appears to be certain allegations against respondent No.4 also.

Be that as it may, when the petitioner - Gram Panchayat is making such grievance against the posting and functioning of respondent No.4, the Chief Executive Officer, Janpad Panchayat, Bilaigarh is required to look into the matter and take appropriate decision to ensure smooth and appropriate functioning of the affairs of the Gram Panchayat, which is a local self-governing Institution under Panchayat Raj Scheme of the Panchayat Raj Adminiyam, 1993. It appears that the Chief Executive Officer, Janpad Panchayat, Bilaigarh has not taken the matter as seriously as it ought to be taken. Let the Chief Executive Officer, Janpad Panchayat, Bilaigarh, now examine the whole matter and enquire into the grievance of the Gram Panchayat and take appropriate decision in the matter within an outer limit of four weeks from the date of receipt of copy of this order.
