1. The present petition is filed seeking direction to the Respondents Collector and Superintendent of Police to provide necessary protection from the private persons i.e. Respondents No. 4 to 7, wherein Respondents No. 5 to 7 are the members of Urs Sanchalak Board who are collecting huge money from the shopkeepers on the occasion of Urs festival by arm twisting method and the persons those who do not pay, are subjected to assault.
2. It is submitted that the petitioner has made several complaints to the Collector and SP but they have turned deaf ear. Therefore, the Collector and SP may be directed to conduct the enquiry and provide all necessary police protection at the venue when the Urs is being celebrated so as to avoid any untoward incident. It is stated that the Urs is going to start from 1st of May, 2019 to 3rd of May, 2019.
3. Perused the documents filed along with the petition. The nature of the reliefs which are claimed, do not prejudice to any person. It is obvious that it is the duty of the State Administration to ensure the celebration of any festival of the like nature, The Urs herein, is done peacefully without any hindrance and the private persons may not reap the harvest for benefit of their own in the name of festival.

Since the Urs is going to be performed from 01.05.2019 to 03.05.2019, it is directed that the Superintendent of Police shall provide all security and make all necessary police arrangements so that the Urs is performed without any further hooliganism or undue recovery by arm twisting method from any person. It is further directed that in order to avoid any dispute, the necessary police protection should be provided and the Collector subsequent to the Urs shall conduct the enquiry on the complaint made by the petitioner and shall also ensure that recovery by force may not take place at the behest of private persons, whosoever may be, or anyone in the name of celebration of Urs.
5. With such observations, the petition stands disposed of.
