With the consent of the learned counsel for the parties, the matter is heard finally.

Learned counsel for the petitioner would submit that even though the Collector is the head of the Revenue Department of the District, yet the impugned order has the effect of transferring the petitioner, therefore, in view of the circular dated 01.07.2015, the impugned order deserves to be set aside.

Considering the entire facts situation of the case, the writ petition is disposed of with a direction that the Collector, Kabirdham, before whom the petitioner has moved representation on 06.10.2015 (Annexure-P-2), shall consider and decide the representation within a period of 6 weeks from the date of submission of certified copy of this order along with the copy of the representation before the said authority.
