Limited grievance of the petitioner is that the application for change of timing in regular permit is pending since 20.07.2016 and direction may be issued to the respondents to decide the same expeditiously.

State counsel has no objection if any such direction is issued to the respondents.

The present petition is accordingly disposed of directing the respondents to decide the pending application of the petitioner dated 20.07.2016 if already not decided, as expeditiously as possible preferably within a period of one month from the date of receipt of copy of this order. 4.

It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
