The petitioner is challenging the intended action of the Government, who is likely to declare Village Rampur as the Head Quarter of a new Development Block Rampur in Kabirdham District.

Since the petitioner is not individually aggrieved as he is not likely to suffer any individual loss on account of constitution of the new block at Rampur, the appropriate remedy for the petitioner lies in preferring a duly constituted writ petition (PIL). Accordingly, the petitioner is permitted to prefer a duly constituted writ petition (PIL). 3.

The writ petition stands disposed of.
