Learned counsel for the petitioner submits that he would be satisfied if the writ petition is ordered directing to submit representation, that may be forwarded by the respondent No.2 to respondent No.1 for consideration in accordance with law. It would be appropriate if the petitioner is given an opportunity of hearing, as may be, if necessary, by the 1st respondent, before the tender is floated de-novo.

2. The writ petition is ordered accordingly, leaving open all the issues of questions and facts otherwise.
