(1) Alleging that the respondent has not complied with the orders and directions issued by this court in W.P. (S) No.4164 of 2015 dated 18.11.2015, the petitioner is before this court in this contempt petition.

(2) Counsel for the petitioner submits that the order passed by this Court has not been complied with in its letter & spirit. (3) Per contra, counsel for the respondent would submit that the petitioner's case has been considered and it is found that in the Nagar Panchayat, Pendra, Teacher (Urdu) is not available and, therefore, his case has been referred to the Joint Director, Urban Administration &
