It is found that the prayer has been made for initiating contempt proceedings due to issuance of order dated 28.06.2013. However, later on, an order has been passed on 29.10.2013 (Annexure C/5) by which withholding of increment has been withdrawn and all increments have been released. This appears to be in compliance of order dated 08.08.2013 by which, this Court directed that the effect and operation of impugned order shall remain stayed.
