After hearing learned counsel appearing for the parties, I do not find any new ground or change in circumstances to entertain this second bail application. Consequently, second bail application is rejected. However, the Superintendent of Police, Raigarh will ensure the presence of prosecution witness Dilip Kumar Sisodiya on the next date of hearing.
