Similar issue arising from an order of the Learned Single Judge has been decided through Writ Appeal No.123 of 2017 on 6.4.2017. Having examined the said judgment, we do not find our way to take a different view in this matter. Hence, this writ appeal is dismissed subject to whatever limited clarifications have been granted on 6.4.2017 in Writ Appeal No.123 of 2017. The terms thereof will apply to the Appellant in this case also.
