Challenging imposition of punishment of reduction to a lower stage in the time scale for a period of 2 years with cumulative effect, the petitioner has preferred an appeal under the extant Service Rules, which is pending consideration for last more than a year.

In view of the pendency of the appeal before the Appellate Authority, ends of justice would be served if the Appellate Authority is directed to decide the petitioner's pending appeal, if not yet decided, at the earliest, preferably within a period of 3 months from the date of service of this order. It is ordered accordingly.
