Petitioners are seeking quashment of the proposed amendment in the Chhattisgarh Industrial Training (Gazetted) Service Recruitment Rules, 2005.

Till a particular amendment is made part of the statute book, the same cannot be quashed as it has not yet taken birth or shape of a legislation. There is no concept of an anticipatory writ to challenge a proposed legislative action. As and when the Government amends the Rule, the petitioners may file an appropriate writ petition in accordance with the Rules of the Court.
