Though number of grounds have been urged, considering that the order was not stayed by any Court or by the State Government, at this stage, I am not inclined to interfere with the transfer order only on the ground of delay and laches. However, the petitioner would be at liberty to move representation before the competent authority and the representation may be decided by the authority within a period of four weeks from the date of receipt of representation. 3.

The petition is accordingly dismissed.
