1. The grievance of the petitioner in the present writ petition is that the petitioner on an earlier occasion had filed a writ petition, which was withdrawn with liberty to move a representation before the authorities.

2. The petitioner has accordingly moved a representation to the authority as early as on 05.02.2011, but till date the representation has not been decided by the competent authority.

3. From the aforesaid given fact, it is clear that the present petition suffers from delay and leches as there is a considerable delay on the part of the petitioner in approaching this Court for non-deciding of his representation filed in the month of February, 2011.

-24. Moreover, if the petitioner was aggrieved by the action of the respondents in non-deciding of his representation, he could also avail the remedy of initiating contempt proceedings against the respondents at the proper point of time.

5. Having not done so and now filing a writ petition after 7-8 years from the date of filing of the representation clearly shows the lethargic and indolent attitude of the petitioner, for which he does not deserve any discretionary relief from this Court in exercise of its power under Article 226 of the Constitution of India.
