1. This contempt petition has been preferred against the Secretary, Water Resources Department.

2. Although direction was issued in WPS No.1403/2015 to the respondents therein for deciding petitioner's representation, however, the Secretary of the Department is not the Drawing & Disbursing Officer of the petitioner, therefore, the Secretary has nothing to do with the finalization of pension papers of the petitioner.

3. In view of the above, the contempt petition against the Secretary, Water Resources Department is not maintainable. It is accordingly dismissed with liberty to the petitioner to prefer a duly constituted contempt application. Sd/- Judge Prashant Kumar Mishra Ashu
