Learned Counsel for the Petitioner states that he will be satisfied in case a direction is given to the Respondents to decide his representation in accordance with law. This petition is pending more than a year and this prayer of the Petitioner is absolutely genuine.

Therefore, a direction is given to Respondent No.1, Secretary, Human Resources Development of Higher Education Department, Union of India to consider and dispose of the representation of the Petitioner within a period of three months from today. It is made clear that reasoned and speaking order should be passed.

In case the Petitioner is aggrieved by the order so passed, he shall be at liberty to approach this Court.
