1. The grievance of petitioner in the present writ petition seems to be the non-releasing of salary for the period between September, 2019 to December, 2019 and also for the period between 30th March, 2020 to 8th May, 2020. There seems to be some grievance in respect of dearness allowance and 7th Pay Commission benefits which the petitioner was entitled for.

2. Since it is a matter of non-payment of salary and other benefits and the claim of the petitioner till date has not been rejected by any order of the respondents, the writ petition at this juncture can be disposed of directing the respondents 3 & 4 to immediately scrutinize the claim of petitioner in respect of his unpaid salary for the aforementioned period and also in respect of his claim for dearness allowances and the benefits in terms of 7th Pay Commission recommendation.

3. Let the respondents 3 & 4 take an appropriate decision in accordance with law at the earliest and settle the dispute of petitioner within an outer limit of 60 days from the date of receipt of a copy of this order. In case the respondents 3 & 4 find that the petitioner is not entitled for any of these benefits, he should be officially communicated of the outcome by a speaking order.
