1. This petition has been preferred for a direction to the respondents to convene a DPC for promotion to the post of Assistant Accounts Officer in the establishment of Janpad Panchayat, Premnagar, District Surajpur.
2. It is stated that the said post is lying vacant since about 10 years. Steps have been initiated for convening DPC, however, the meeting of the DPC
has not taken place despite the fact that for last 2-3 years papers are moving from one table to another.
3. Documents submitted along with the writ petition would indicate that the Commissioner, Surguja Division has written to the Chief Executive Officer, Janpad Panchayat, Premnagar, bringing into his notice the representation filed by the petitioner in March, 2014, forwarding the application submitted by the petitioner, however, no action appears to have been taken thereafter.
4. Considering the limited prayer made in this writ petition and in view of the provisions contained in Rule 19 of the Chhattisgarh Panchayat Service (Recruitment and General Conditions of Services) Rules, 1999 (for short 'the Rules, 1999'), the writ petition is disposed of with a direction to respondent No.5 to examine the matter and if promotional post is available in the cadre of Assistant Accounts Officer and there is need for filling the post, the DPC shall be convened, in accordance with the Rules, 1999, at the earliest, preferably within a period of six months from the date of submission of certified copy of this order.
