1. Heard.

2. Mr. DK Swain, learned counsel for the Contemner, would submit that in terms of the State Government's Notification dated 4.5.2012, the dispute is to be adjudicated by the Joint Registrar and not by the Deputy Registrar.

3. On the last date of hearing, the parties were directed to ascertain whether the Joint Registrar, Cooperative Societies, Bilaspur was a party to the enquiry against the petitioner and like candidates.

4. It is informed that although the Joint Registrar, Cooperative Societies, Bilaspur namely Shri KL Bhargave was not a part of the enquiry team but he has signed the memo forwarding enquiry to the Registrar, Cooperative Societies, Chhattisgarh.

5. In the above view of the matter, it appears, the dispute preferred by the petitioner and like candidates should be heard by the Joint Registrar, Cooperative Societies, Raipur. It is ordered accordingly.

6. Let the concerned file be transferred by the Deputy Registrar, Cooperative Societies, Bilaspur to the Joint Registrar, Cooperative Societies, Raipur, who shall decide the dispute within a period of 06 months from today.
