The sole ground is to challenge the transfer order that the petitioner is an office bearer of the employee union at the District level. 2.

By the impugned order, the petitioner has not been posted outside the District Bilaspur but he continues to remain posted within the District only. Therefore, transfer and posting within the District is not going to adversely affect the discharge of functions as Secretary of the employees union at the District level.
