The only ground to challenge the transfer is that the petitioner being
-2handicapped, ought to have been exempted from transfer. This matter requires consideration by the competent authority. However, the petitioner has approached this Court without preferring any representation as provided in clause 6 of the transfer policy. Let representation be preferred within a period of 10 days and if such representation is made, the same shall be considered and decided by the Chief Executive Officer, Zila Panchayat, Raigarh within two weeks. For a period of three weeks, no coercive steps shall be taken provided no one has joined in the place of the petitioner. The petition is accordingly disposed off.
