1. Present writ petition has been filed after more than 3 years from the date the petitioner has retired.

2. Perusal of the records show that the grievance of the petitioner dates

-2back by a period prior to 1990. The petitioner retired in the year 2016. From 1990 to 2016 the petitioner seems to be not aggrieved by any adverse orders or action that went against him or atleast except for the representation that he had made, he has not pursued it seriously at any point of time.

3. Under the circumstances, this Court is of the opinion that petition suffers from inordinate delay and latches and the same stands rejected on the ground of delay and latches.
