(3) Be that as it may, respondent No.2 is directed to consider and take a decision on the application of the petitioner in accordance with law, expeditiously.

(4) It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent No.2 would be at liberty to decide the said application in accordance with law. (5) With the aforesaid observation, the writ petition stands finally disposed of. No order as to costs.
