A perusal of the record would show that the petitioner has not made any representation to the respondents and has straightway rushed to the Court for redressal of his grievance Therefore, this Court is of the opinion that it is a fit case where the writ petition can be disposed of with a direction to the petitioner to make a representation to the respondents. 3.
Accordingly, the instant writ petition is disposed of with a direction that '
the petitioner shall make a representation before the respondents within a period of 7 days from today raising his grievance and in turn the respondents shall decide the case of the petitioner in accordance with law on its own merits within a further period of three months.

Needless to mention that in the event if the respondents find that the petitioner is not entitled for the relief claimed for, the representation shall be objectively decided by a speaking order communicating the same to the petitioner.
