1. The limited grievance that the petitioner has in the present writ petition is the inaction on the part of the respondents in not considering the claim of the petitioner for being promoted from the post of Plumber to the post of Water Works Inspector.

2. According to the counsel for the petitioner, the petitioner fulfills all the requisite eligibility criteria for promotion to the said post. However, on account of the respondents not initiating the promotion process, he is being deprived of his claim for being considered on the promoted post. Counsel for the petitioner further submits that, the petitioner has already crossed the age of 60 years and only less than two years' time is left for the petitioner to retire and unless the petitioner is considered for promotion, he would be put to great loss.

3. Considering the limited grievance that the petitioner has, subject to the petitioner fulfilling all other requisite eligibility criteria and in case if the petitioner has not been found ineligible and further in case if the department has not convened DPC in the recent past, the respondent No. 1 to take all necessary steps in ensuring that the promotion process for filling up of the post of Water Works Inspector by way of promotion be initiated at the earliest in accordance with the rules and regulations, particularly the promotion rules of Chhattisgarh governing the field, within a period of 90 days from the date of receipt of copy of this order.
