When Writ Appeal No.407 of 2017 is taken up for consideration, it is mentioned that one more matter is pending on the same issue. Therefore, Writ Appeal No.409 of 2017 is also taken up for consideration with this appeal. With the consent of parties, these appeals are finally disposed. 2.

Learned counsel for the parties submit that the issue raised in these appeals is decided against the Appellant as per the judgment rendered on 17.11.2017 passed in Writ Appeal No.405 of 2017. On the basis of the said submission, we follow the said judgment in Writ Appeal No.405 of 2017 and dismiss these Writ Appeals.
