Hon'ble Shri Justice Goutam Bhaduri Order 19.08.2020 Heard.

1. The instant petition is filed by the Panchayat Secretaries. It is contended that they are working as Secretary to the satisfaction of the authorities for last more than 15 years.

2. Learned counsel for the petitioners would submit that State government has issued a circular dated 01.08.2011 to grant house rent allowances to

the petitioner according to C.G. Pay revision Rules, 2009 and though the said allowance was to be paid to them from the year 2011 but the same has not been granted to the them till date. He further submits that likewise the traveling allowance of Rs. 350/- which was granted to them on the basis of the circular of the State government dated 22.03.2013, which was payable to them from 01.04.2013, the said allowances has also not been paid. He further submits that apart from that the annual increment which was payable to the petitioners according to the circular dated 16.08.2013 @ 3 % with effect from 1st July has also not been granted to them. Likewise, the medical allowances for which the petitioners are entitled is also not provided to them. He further submits that under these background the petitioners have made representation to Respondent No. 1 which may be directed to be decided in terms of the various circulars of the State government.

4. Perusal of Annexure P-9, collectively would show that different representations have been filed by the petitioners. Considering the same, Respondent No. 1 is directed to decide the representations of the petitioners within a further period of 90 days from the date of receipt of a copy of this order.
