Sam Koshy Order On Board 20/07/2018 Without entering into the merits of the case, counsel for the petitioner prays for disposal of the writ petition with a direction to the respondents to consider and decide the representation of the petitioner filed on 11.09.2017.

Accordingly, let respondents 2 & 4 take a decision on the representation made by the petitioner and pass an appropriate suitable order. While deciding the representation, respondents 2 & 4 shall consider the contentions and grievances which the petitioner has raised in his representation particularly as to why the junior to the petitioner was granted promotion ahead of the petitioner when the petitioner was equally competent and eligible for the said post. Let the representation of the petitioner be decided within an outer limit of 90 days from today. 4.

With the aforesaid observation the writ petition stands disposed of. It is made clear that this Court has not expressed anything on the merits of the case regarding entitlement of the petitioner and the authority concerned would be at liberty to decide the representation of the petitioner in accordance with law without influence of the order passed by this Court.
