Learned Counsel for the Appellant seeks leave to withdraw the appeal on the submission that the amount involved is less than that stipulated in the new circular dated 10.12.2015 issued by the Central Board of Direct Taxes, restricting the appeals to the value of Rs. 20 Lacs and above giving it retrospective effect. 2.
