In the impugned order, number of grounds have been raised. The challenge is to the order of transfer passed by Jila Panchayat. In the absence of challenge to the jurisdiction to the authority to pass such order, the petitioner has an alternative remedy of appeal as provided under Panchayat Appeal and Revision Rules, 1995.
