(2) Be that as it may, the petitioner is at liberty to make fresh

representation before respondent No.3 for redressal of his grievances. If such representation is filed by the petitioner before respondent No.3, in that event respondent No.3 shall consider and decide the same after hearing the parties, expeditiously from the date of receipt of certified copy of this order.

(3) With the aforesaid observation, the writ petition stands finally disposed of.
