Learned counsel for the petitioner submits that the petitioner has passed the M.Sc. Examination in the year 2014 through Distance Education but his candidature for the post of Lecturer (Panchayat) has been rejected by the Chief Executive Officer, Zila Panchayat, Raigarh by a non-speaking order for which he may be allowed to make representation before the Chief Executive Officer, Raigarh.

I have heard learned counsel for the petitioner.

The prayer appears to be fair and reasonable and is accordingly allowed.

Be that as it may, the petitioner is at liberty to make representation before the Chief Executive Officer, Zila Panchayat, Raigarh within seven days from today and, in turn, the said authority shall consider and decide the petitioner's representation by a reasoned and speaking order within ten days from the date of filing of the representation. 5.

With the aforesaid observation, the writ petition stands finally disposed of. No order as to cost(s).
