The grievance of the petitioner in the instant Writ Petition is that, the respondent No.3 and other similarly placed persons who are junior to the petitioner and who are qualified in the examination of Revenue Inspector much after the petitioner had qualified for the same, have been granted promotion ahead of the petitioner. In spite of repeated requests have been made by the petitioner, no reasons have been informed to the petitioner as to why the petitioner was granted promotion belated after his juniors were promoted.

Given the nature of dispute, this Court does not intend to keep the Writ Petition pending, rather ends of justice would meet if the petitioner in addition to the representation that he has made is directed to make a fresh representation/objection to the respondent No.2 so far as his grievance of his juniors being promoted ahead of him within a period of 10 days from the date of receipt of the order of this Court. The respondent No.2 in turn from the date of receipt of the said representation/objection shall decide the same objectively within a further period of 60 days taking into consideration the entire contentions which the petitioner raises in his representation. 3.
