The controversy in this case relates to the Explanation to Rule 15(1) of the Chhattisgarh Tribal and Scheduled Caste Development Department Educational Cadre (Gazetted) Service Recruitment Rules, 2011, ignoring the past services of the Petitioners as Head Master, Primary School, for purposes of seniority and promotion as Upper Division Teacher for Middle School.
