1. The limited grievance that the petitioner in the present writ petition has raised is for an appropriate direction to the respondent no. 2 for taking an appropriate decision on the application for issuance of Discharge Certificate moved by the petitioner.

2. The counsel for the petitioner submits that the said request is pending consideration before the Respondent No. 2 since quite some time and recently there is also a clarification issued by the Government of India on 27.08.2019 on the subject matter.

Given the said submission by the counsel for the petitioner and considering the limited request that the petitioner has made, the writ petition at this juncture stands disposed off directing the Respondent No. 2 to take a decision on the application for issuance of Discharge Certificate filed by the petitioner if it till date has not been decided, at the earliest, preferably within a period of forty five days from the date of receipt of copy of this Order.

4. It is expected that the respondents while deciding the application, shall take into consideration the circular dated 27.08.2019 if at all, if the same is applicable in the case of the petitioner.
