1. The present petition has been filed against the order dated 05.01.2019 whereby the petitioner has been inflicted with punishment of stoppage of three annual increments for three years with cumulative effect which has an effect of a major punishment.

2. According to the petitioner, vide Annexure P/5, dated 13.02.2019 he has already preferred an appeal before the Registrar General i.e. respondent No.1 which is still pending consideration.

3. Given the said facts and circumstances of the case, this court is of the opinion that ends of justice would meet if the respondent No.1 is directed to ensure that the appeal preferred by the petitioner is decided at the earliest preferably within a period of 60 days from the date of receipt of copy of this order.

-24. It shall be the responsibility of the petitioner to apprise the respondent No.1 so far as order passed by this court is concerned.
