The petitioner has prayed for a direction to consider his case for compassionate appointment on the ground that the father of the petitioner, while on duty, died. According to learned counsel for the petitioner, at the time of death of petitioner's father, the petitioner was minor and at that stage, employment was granted to petitioner's uncle. However, later on, the petitioner, after attaining majority, came to know that his uncle was wrongly granted compassionate appointment. The petitioner made several representations to the authorities and finally approached this Court.

Even according to the petitioner, he attained majority in the year 2005. This petition has been filed after eleven years, after the petitioner attained majority. There is no satisfactory explanation as to why the petitioner could not file petition earlier. The only submission is that the petitioner is illiterate. That by itself is not
sufficient reason to raise claim of compassionate appointment at this distance of time. Therefore, in view of above, this petition is liable to be dismissed and is accordingly dismissed on the ground of delay and laches. Sd/- (Manindra Mohan Shrivastava) Judge Deepti
