In this Public Interest Litigation, the Petitioner who is a Counsel practicing in Ambikapur has ventilated his grievance that the vacant posts of teaching staff in the Government Medical College at Ambikapur be filled up. 2.

We had issued notice to the Respondents/State. The Respondents/State in its reply has given details of the staff sanctioned by if for manning the said Medical College. The sanctioned staff is as per the requirements of the Medical Council of India. However, it appears that despite best efforts of the State, the staff requirements have not been met upon till now. In fact, some of the teachers of other Medical Colleges, who were posted at Ambikapur, have challenged their appointments by filing Writ Petitions in this Court and after the Writ Petitions were dismissed, some of them have resigned their jobs rather than joining at

Ambikapur.

We can understand the agony and pain of the Petitioner that the Government Medical College, Ambikapur is not functioning in a proper manner. However, from the reply filed by the State, it is apparent that the State, has allotted adequate land and building to the Medical College. It has provided various other facilities but there is dearth of teaching faculty because the State Government is unable to find doctors who are ready and willing to serve at Ambikapur. We cannot force the doctors to serve there. We therefore direct the State Government to make continuing efforts to fill up the posts in Government Medical College at Ambikapur as early as possible. Till the posts are filled up on regular basis, the State Government can consider the appointment of the staff on contractual basis or guest basis by inviting renowned professors from within and outside the State.
