In response to the option given to the respondents No. 2 & 3 on the last date of hearing, learned counsel for the respondent No. 2 & 3 categorically submits respondents have already decided the representation and re-consideration is not permissible.

Though, learned counsel for the petitioner raises an issue with regard to the inefficacy of the alternative remedy of appeal before the

Registrar on the submission that the representatives of the Registrar was also present in the meeting of the committee, I am not inclined to accept this argument because the Registrar while hearing dispute with Section 55 acts in Judicial capacity. Merely because joint Registrar was present in the meeting. Registrar is not disqualified to examine the matter on its own merits.
