1. At the outset, learned counsel for the State would submit that after the order was passed by this Court in WPS No.4322 of 2017 on 31.8.2017, the relevant files were not placed before the High Power Scrutiny Committee, therefore, he submits that appropriate direction may be issued.
2. In view of the submission made by learned counsel for the State, it is apparent
-2that the impugned order dated 1st December 2017 has been passed by the Joint Director without there being any consideration by the appropriate Committee constituted by the Government to consider and decide representation against transfer order under policy dated 11.7.2017. On that ground alone, I am inclined to set aside the impugned order dated 1st December 2017 and the same is accordingly set aside and it is directed that the competent committee shall take appropriate decision in the case of the petitioner in accordance with direction issued on 31.8.2017 in WPS No.4322 of 2017.
3. For a period of 6 weeks, no coercive steps shall be taken against the petitioner.
4. The petition is accordingly disposed off.
