1. The limited relief that the petitioner prays at this juncture is for an appropriate direction to the respondent authorities for considering the representation which the petitioner has made in respect of promotion from the post of Head Constable to the post of ASI carried out between 2017 to 2020.

2. Counsel for petitioner submits that the petitioner herein was found meritorious and his name was reflected in the select list for promotion. However, the petitioner has been left out and the other candidates

whose name appeared below the petitioner in the select list have been promoted.

3. State counsel, however, does not have any objection in deciding the representation on its own merits in accordance with the rules and regulations and the guidelines governing the field of promotion.

4. The writ petition therefore to that limited extent stands disposed of directing the respondents 2 & 3 to consider and decide the representation of petitioner strictly in accordance with the rules and regulations governing the filed, by a speaking order, at the earliest preferably within a period of 60 days from the date of receipt of a copy of this order.
