The grievance of the petitioner is that in spite of the petitioner fulfilling all the requisite eligibility criteria for promotion to the post of Lecturer (Sanskrit), the Department, ignoring the seniority of the

petitioner, has considered promotion of the persons who are junior to the petitioner for the said post.

According to the counsel for the petitioner, the gradation list shows that the date of appointment and the date of promotion so far as the petitioner is concerned all are well before other junior persons appointed in the Department, yet while granting promotion, the case of the petitioner has been left out for the reasons not disclosed to the petitioner in any manner.

Given the aforesaid grievance of the petitioner, let the respondents 2 & 3 take a decision on the representation of the petitioner which the petitioner has made, specifically dealing with the aspect as to why the petitioner has been left out from the promotion. The intimation in this regard should also be given to the petitioner at the earliest preferably within a period of 4 months from the date of receipt of copy of this order. In addition to the representation which the petitioner has already made, the petitioner is also at liberty to make a fresh representation supported with all relevant records available with him to respondents 2 & 3.
