After arguing at length, the petitioner wants to withdraw this writ petition with liberty to approach the Union of India and the State Government for redressal of his grievance.

Accordingly, the writ petition (PIL) is dismissed as withdrawn reserving the aforesaid liberty. Security amount deposited by the petitioner be refunded to him.
