Despite last opportunity, return has not been filed. Therefore, right to file return is closed and the matter is heard finally. 2.

The grievance of the petitioner is that despite there being an order passed by the Board of Revenue, lease is not being granted to the petitioner. It is submitted that various applications have been made to the authorities but till date, lease has not been granted to the petitioner. 3.

Learned counsel for the respondents could not satisfy the Court why the order passed by the Board of Revenue has not been complied with. 4.

In these circumstances, the petition is allowed and the respondents are directed to grant lease to the petitioner within a period of 60 days from the date of receipt of copy of this order.
