After going through the pleadings and orders passed by this Court in earlier round of litigation, in the petition filed by respondent No.5, I am inclined to dispose off the matter with a direction to the Sub-Divisional Officer to conclude the proceedings under Section 40 of the Panchayat Raj Adhiniyam, 1993 as early as possible.

It is made clear that this Court has not commented upon the merits of the case.
